At this year’s New Zealand Symposium, Waka Kotahi NZ Transport Agency offered a rare look inside what it takes to deliver consistent, high-quality engagement across a national infrastructure portfolio.

As the only organisation to achieve Gold certification under EngageMark, their experience highlights a shift happening across the sector — from project-based engagement to organisation-wide capability.

Consistency Is the Real Challenge

For Waka Kotahi, engagement is not delivered on one project — it is delivered across 200–250 active sites at any given time.

That scale introduces a fundamental risk: inconsistency.

Without clear frameworks, tools and expectations, engagement can vary significantly between regions and teams. In response, Waka Kotahi has invested heavily in building a structured, organisation-wide approach — supported by internal guidelines, training programs and performance measures.

The goal is simple: ensure communities have a consistent experience, regardless of where they are or which project they’re interacting with.

Engagement Is Not Always About Influence

One of the more candid insights from the session was the reality of working within constraints.

Infrastructure agencies operate within:

  • Legislative requirements
  • Safety and engineering standards
  • Political and funding parameters

This often limits how much influence communities can realistically have.

Rather than overpromising, Waka Kotahi emphasises transparency — being clear about what can and cannot change.

This reflects a broader shift in practice:
good engagement is not about offering unlimited influence, but about being honest about the level of influence available.

From ‘One and Done’ to Ongoing Relationships

Another key theme was the rejection of project-based engagement as a one-off activity.

Instead, Waka Kotahi takes a long-term relationship approach, recognising that communities interact with multiple projects over time.

This is supported through:

  • Dedicated regional relationship roles
  • Ongoing engagement pipelines
  • Structured regional engagement planning

The result is a more continuous, less transactional model — where engagement builds over time rather than restarting with each project.

Engagement Is a Governance Function

Perhaps the most significant shift is where engagement sits within the organisation.

At Waka Kotahi, engagement is embedded at the executive level — not as communications support, but as a core enterprise function.

This means engagement teams:

  • Advise on risk and stakeholder sentiment
  • Influence decision-making
  • Contribute to organisational strategy

As one speaker noted, engagement practitioners are not there “as the comms person” — but as part of the decision-making system itself.

Capability Requires Ongoing Investment

Delivering this at scale requires sustained investment in people.

Waka Kotahi has developed:

  • Multi-level training programs
  • On-the-job capability building
  • Specialist training in conflict and de-escalation
  • Internal knowledge-sharing systems

This reflects the reality that engagement is not static — it requires continuous development, particularly in high-pressure, high-visibility environments.
